Enforcement of Womens' Reservatiion law

These days in Kathmandu when you travel in any public transport, don’t get amused looking at attitude of male passengers. They leave two or three front rows of seat, go and sit in the back seats. Well the front seat are for women, disabled people and old aged people, they leave it for them and then go to back seats.

You might now think, “wow!, good for women, disabled people and old aged people, because young men have started respected them”. Please don’t get this in your head that male passenger have started to be idle men. They are doing this so that they won’t be embarrassed publicly, still you are in confusion I guess, now don’t be, because I am going to narrate you what made these cruel male passengers leave seat for women, disabled and old aged people.

 Well, as we know women got 33 % reservations in every niche of country, disabled people also got some percentages of reservations.  According to this reservations clause of the law, some seats of the bus were reserved for women and disabled people from the very beginning, But no one care to implement nor follow it. Just after SAARC secretariat meeting held in Kathmandu, this rule was implemented but still most people didn’t care to follow.

Once a male passenger was sitting in seat, of women and women was standing in bus. Meanwhile, a traffic police, caught this, he said the male passenger to read, what is written above the seat, the male passenger in a great confusion has read mahiia arkya6yan ½ (women’s reservation).  Immediately the male passenger finished reading it, traffic police showed him, the women, and said him about the rule.

He then made that male passenger to get off the bus, made him do sit ups, and then finally accused him of not following the rule of country, and put him in a jail for 2 hours. The bus driver was, also charged some fine. This news spread like a hurricane, to all over country, and then male passenger have started following this rule.

So these days basically, male passengers leave front rows of every public transport and go towards back seat. The conductor and driver of buses also remind, male passengers by saying, that’s women’s seat sir, find other seat if they happen to seat in women’s reservation seat.  This has also helped in implementation of disabled reservation seat in public transport. Old people reservation seat for old people has been introduced.

Well, above incident, clearly defines nature of human being, only fear can keep people in discipline. Well having rule doesn’t only make the people to be in disciple, but their implementation should also be effective,. And this should be done in a way that catches people’s fear of embarrassment. Well, I want to salute personally to that traffic police who has punished the male passenger who has disobeyed the rule.  Well fears are of different types, but these sorts of fears are really effective to use if the government would like to implement any rule of nation.

Here in this situation everyone responsible for the breaking rule is punished, these sorts of implementation is called creative and justified implementation of rule.
